Your home’s market value and its replacement cost are two different numbers, and your homeowners insurance is built on the second one. In the South Bay, where land makes up much of a home’s price, the gap can go either way. What matters is what it would cost to rebuild your house today.
The stakes are real. A study of 74,070 California fire claims from 2018 to 2023 found that 71.3% of destroyed homes were underinsured, by an average of about 19%.
Market value vs. replacement cost
| Market value | Replacement cost | |
|---|---|---|
| What it measures | What a buyer would pay for your home and land | What it costs to rebuild the house with similar materials |
| Includes land? | Yes | No |
| Driven by | Location, schools, demand, interest rates | Labor, materials, permits, building codes |
| Used for | Buying, selling, property tax | Your dwelling coverage limit |
Why rebuild costs in LA are so high
After the 2025 Palisades and Eaton fires, contractors reported that standard policies generally covered about $400 to $500 per square foot. Rebuilding to modern California building codes often cost $700 to $1,000 per square foot.
A 12-month survey of 675 LA fire-survivor households by United Policyholders found that 69% of total-loss respondents did not have enough insurance to rebuild. The average shortfall was $542,000.
The study also found that many homeowners chose full coverage and believed they had it. The rebuild estimate used when the policy was written was often too low.
5 questions to check your dwelling coverage
- When was my rebuild cost last updated? If it was more than two years ago, it is probably out of date.
- Does my policy include extended replacement cost? This adds a buffer, often 25% to 50% above your dwelling limit.
- Do I have ordinance or law coverage? Older South Bay homes may need upgrades to meet current code after a loss.
- Have I told my insurer about upgrades? Remodeled kitchens, added bathrooms, solar and premium finishes all raise rebuild cost.
- How is my personal property valued? Replacement cost pays to buy new; actual cash value subtracts depreciation.

Frequently asked questions
Should I insure my home for its market value? No. Your dwelling coverage should reflect what it costs to rebuild the house, not what it would sell for. Market value includes land, which doesn’t need rebuilding.
How much does it cost to rebuild a home in Los Angeles? After the 2025 wildfires, rebuilding to current California code often cost $700 to $1,000 per square foot, according to contractors cited by Construction Executive. Costs vary widely by home and site.
What is extended replacement cost coverage? It pays above your dwelling limit, often an extra 25% to 50%, if rebuilding costs more than expected. Availability depends on the carrier.
How often should I review my dwelling coverage? At least every renewal, and any time you remodel or add on.
